Owner of blocked ICE facility sues HoCo

Government officials signing legislation banning private detention centers
Newton’s third law of motion says for every action there is an equal and opposite reaction. That’s true in physics and government contracts.
Genesis GSA Strategic One — the company that purchased an Elkridge office building in 2023 and spent millions retrofitting it into an ICE facility — filed a federal lawsuit Wednesday against Howard County after the county revoked its permits and passed an emergency ban on private immigration detention centers in February.
Genesis says the county approved 90% of construction before pulling the plug, and that the project was greenlit under the Biden administration as a replacement for Baltimore's ICE facility. The lawsuit argues the county violated the U.S. Constitution's supremacy and contract clauses, and is demanding the ban not be enforced, permits be reinstated, and compensatory damages paid.
County Executive Calvin Ball, every member of the County Council, and the director of the permits office are all named in the suit ($). The lone Republican on the County Council, David Yungmann — who warned colleagues about this outcome — told the Baltimore Sun: "This will end up costing the county millions of dollars."
