THE DIGEST

📍 HCPSS Redistricting Heats Up

Redistricting is always controversial—and Howard County’s newest boundary review process is no exception. First up: the Educational Facilities Master Plan heads to the Board June 26. On July 17, possible redistricting maps will debut. From July–August, public meetings and an online survey will gather feedback before the Superintendent’s recommendation drops in September. A final decision comes in November.

🎵 Live Music’s Price Tag: Licensing Fees Hit Howard County Venues Hard

From Ellicott City bars to Columbia coffeehouses, live music venues in Howard County are feeling the squeeze—not from a lack of talent, but from steep licensing fees. Performing rights organizations like ASCAP, BMI, and SESAC charge hundreds to thousands per year for the right to play copyrighted tunes. For small businesses already juggling rising rent, labor costs, and post-Covid recovery, those fees can be the dealbreaker. Some have ditched live acts entirely in favor of streaming services like SiriusXM. The result? Fewer places for local artists to perform—and a quieter, less vibrant music scene. ($)

🔍 Trial Begins for Woman Accused in Teen ShootingUp

Dieneba Sekou Traore is on trial in Howard County for allegedly conspiring to shoot two teenagers, one of whom had reportedly robbed Traore’s son days before the October incident. Attorneys in Howard County Circuit Court squared off Monday over two key motions: adding co-conspirator Wyketa Burgess to Traore’s indictment and allowing a teen victim to testify unshackled in street clothes. The judge approved both. Jury selection filled courtroom 1; the seven-day attempted murder trial is now underway. ($)
