After nearly a year off the court with hip surgery, Mt. Hebron’s Riya Rai came back stronger—finishing as 3A state runner-up and Howard County girls tennis Player of the Year. HoCo Schools Loosen Grade Rules for Sports, Activities

Howard County schools just eased up on extracurricular eligibility. Starting July 1, students can now have up to two failing grades—or even snag a one-time waiver—to stay on the field or stage. New athletics director, same goal: keeping kids active, connected, and showing up for class. ($)

CIVIL NEWS

From LEED to Trees: HoCo and CA Make It Official on Climate Goals

Howard County and Columbia Association just made it official: they’re teaming up on climate action. County Executive Calvin Ball and CA President Shawn MacInnes signed a new agreement to boost everything from clean energy to pollinator habitats. It’s about turning Howard County’s “Climate Forward” plan from government policy into a full-on community effort.

From solar power deals to planting over 142,000 trees, Howard’s been busy. Now, with CA on board, expect even more collaboration on EV charging, green building, and waste reduction. As Ball put it, “We’re moving from a whole-of-government approach to a whole-of-community approach.” For a place already LEED Platinum certified, this next step is about locking in long-term resilience—and making sure future generations inherit a greener Howard County.

Doula Care Goes Countywide: HoCo Expands Maternal Health Access

Howard County just launched Maryland’s first Doula Partnership Program. The Health Department is linking certified doulas with families across all income levels—from Medicaid to middle income—to boost pregnancy and postpartum care. It’s about healthier births, better outcomes, and real support for moms when they need it most.

Howard County Council Scales Back Building Decarbonization Plan

Howard County Council voted on July 7 to scale back building code changes aimed at curbing emissions in new construction. Legal challenges derailed bigger plans, but councilmembers say small, enforceable steps now are better than nothing. Climate advocates aren’t thrilled—calling it a win, but not the win. ($)
